Provides funding for scholarship to students from Roseau County who are pursuing a fine arts degree with preference given to current graduates and previous Roseau County graduates currently attending college with a fine arts major. If there are no eligible recipients, the spendable funds may be granted to Roseau County nonprofits or public entities that provide a program or activity allowing residents to learn a fine arts skill.
